Abstract (EN)
In this issue, El Mouhoub Mouhoud addresses the complexity of the different forms of migrations within the current globalisation of capitalism and brings out the paradoxes arising from them. Without migrants, the countries which are the least well placed in this international competition would be even more marginalized. But this does not mean that individuals and capital are substitutable in the workings of the international mobility of production factors. The migrants’ remittances have significant consequences for the development of their home countries: beyond their considerable weight, what is decisive is the productiveness of their use. The flight of skilled workers and the brain drain also have paradoxical effects. While they do not systematically work against the home countries, the redistribution of their benefits between the countries of emigration and immigration remains a real issue. This note offers a detailed critique of standard approaches to the subject and a series of questions aimed at a reconsideration of migratory policies.
